Palm Plantation Patronage – How Taib Pays off Political Pals!

Taib's power-base

Many have questioned in our comments why Taib’s political colleagues allow his corruption to continue? 

Our researches through the land registry are starting to provide the answer.  Most of his political cronies, who occupy the top ministerial jobs, have themselves been major benefactors of the Chief Minister’s largess over state lands.

In recent years they have started to try and cover up their names, but we have gained access to some of the older records as well!  It is plain that for many BN YBs the end of Taib would mean the end of their cushy plantation titles, so they are hanging on to the old ‘rainmaker’ with all their might!

Take for example Naroden Majais.  He has repaid the trust of his constituents in Simunjan by taking a staggering amount of their land!  We identified no less than 19 land titles handed out to him via the companies Hydroflow and Indranika Jaya in the Simunjan area during the period 2003 – 2007.

Naroden has also bagged a massive 5,000 hectare plot in Baram region, according to the records.

These handouts alone amount to a total of 15,500 hectares which were given out for a premium of RM5.7 million.  But, in case Naroden could not afford to pay or sell these on in time he was given a nice discount of RM500 per hectare on much of the land, says the records, and he was also given between 5 and10 years to pay it!

Cover up!

Sarawak Report has also detected some rather half-hearted attempts by Naroden to cover up his control of these land titles, which provoked some criticism amongst bloggers in 2008.  If you look at the current land records (which we have made publicly available on our site) you will see that Hydroflow and Indranika are currently registered under the name of Kong Goon Siong, based at Lot 298, Tingat 1, Lorong 9, Jalan Rubber, Kuching.

However, if you go back to the 2007 land registry the connection with Mr Majais becomes rather plainer.  You will note that it was then his name in the land records, next to exactly the same address as the one now used by Mr Kong Goon Siong!

Clear as daylight! Naroden Majais's names were originally listed with the properties. Now it is someone in his office!

What’s more, in the current 2010 land records, Naroden is still openly listed as the recipient of the land title for the 5,000 hectares in Baram under the company Harta Mastira Sdn Bhd!

Bearing in mind that Taib’s brotherOnn Mahmud is currently advertising palm plantation land for RM 30,000 per acre the value of these 15,500 hectares of plantation land can be assessed at comfortably over billion ringgit! 

What the local people got 

Naroden Majais's house - Where did the money come from?

The issue of Native Customary Land Rights in the area was clearly ‘negotiated’ by Mr Naroden to the extent that the local landowners were enmeshed into a ‘profit-sharing’ deal, whereby they became shareholders in two companies that were handed 30% of Indranika Jaya and Hydroflow.

At the end of last year, with great fanfare in a ceremony held at the grand residence of the Chief Minister himself, these local people were handed their dividend from the first year of profits.  The Sarawak Tribune (which is controlled and edited by Hanifah, the Chief Minister’s daughter) described how 23,579 metric tons of palm oil had been produced and that as a result a handsome cheque for RM 575,400 was presented to the local landowners

Since there are 2,877 of these shareholders, each of the local landowners had to make do with a meagre RM200 for the year!  So, what happened to all the profit from the wood that was cut down and what happened to the profit from the sale of the land?  Could any of that money have ended up with Mr Naroden Majais, whose house alone implies a certain level of prosperity that one would not expect from the modest salary of a State Assemblyman?

WFM Plantations

Our researches indicated that yes, that is exactly where the money has ended up.  While the local people got 30% of the shares (but no control of the company), 60% of the shares went to a private company called WFM Plantations, which is in turn largely owned by WFM Enterprise Sdn Bhd.  WFM operates out of the same set of offices as the NCR shareholder companies, which are called Punggor Wibara Sdn Bhd and Saddor Wibara Sdn Bhd. 

The main shareholder of WFM Enterprise turns out to be a familiar name, one Kong Goon Siong along with a clear relative, Kong Goon Khiing!  The same couple also direct the sister company WFM Plantations.  Kong Goon Siong is of course the trusty employee working out of Naroden Majais’s office, who kindly took over as the contact in the land registry after all the fuss in 2007!  Kong Goon Siong shares the same address as Mr Naroden Majais (see land record excerpts above).

So either Mr Majais has kindly handed millions of ringgit worth of palm plantation to his employee Mr Kong Goon Siong and his family or he is using them as his agent in a rather ludicrous attempt do disguise his ownership of 60% of the shares in these Simunjan plantations and his control of the entire company.  Nice Mr Majais to give the real owners of the land, the dwellers of Simunjan, RM 200 ringgit for the loss of their forests and livelihoods!

Sarawak Report concludes that Mr Majais will remain a very strong supporter of of Taib Mahmud and his BN government.  Indeed we wonder if with so much land he isn’t in fact acting as a trusty proxy for Taib Mahmud himself?  Surely, such a man as this could have been bought and paid for with far less land than the huge plantations that have been generously handed to him for a mere RM5.7 million to be paid for sometime over the next ten years?

That suspicion grows with a further perusal of the land records, which reveal even more lands that have been handed out in recent years to this Minister, who is known to be a particularly close confidant of Taib.  Again, one has to look back to the land records of 2007, which are copied below.

This land in Gedong adds up to another huge plantation of 12,000 hectares, again with a potential worth of around a billion ringgit, according to the sum being asked by Taib Mahmud’s brother Onn for his own plantation.  Yet YB Majais’s boss only asked him to pay around RM6 million ringgit to the state of Sarawak!

If BN make such clumsy thieves, we wonder how good they are at running the country?!

      Agree with you that the battle at ground zero will be the battle that's going to count. Most of those reading all these reports are generally from urban areas and many are already voting against Taib and his gang of thieves. Most of those still voting for Taib won't be reading these reports. Worse, the value of each of those pro-Taib votes equals to more than two anti-Taib votes because of gerrymandering.

      If rural, semi-literate and illiterate half of Sarawak cannot understand how all their wealth and rights have been plundered and are still being plundered, all these reports will be in vain.

      Yet we have people like "aborium" making infantile statements that those on the ground can do their part while cyber troopers are having fun in cyber territory.

          Dear Foriegner,

          From my personal observation, Sarawak's freedom fighters, NGOs, MocS, speculators, neutral observers, opposition's think tanks and even BN people have taken both SR whistle blowing issues and the reader's comments seriously and vehemently in feeding their information banks.

          Some commentators to an extent, even have exposed ideas or informations that were unknown or unthinkable to us before. If you are having an open mind and not an egoistic, you'll surely values some of those comments.

          However, I do agree that the groundworks are of another problem.

          I do have done and will do my part. I suppose, We should reorganize and coordinate to make a collective effort. Pls, someone stand up and lead our way.

    I think everyone want to know how much Awang Tengah Ali Hassan got from the CM…I am sure he was given 5 to 10 times more.. Mr Majais is only an Asst Minister…what more to say of Awang Tengah, as the 2nd Minister of Planning and Resource…Talk of the town in Lawas is that he controls all the development contracts there..thru his brother's company..Limbang also and moving to Sarikei..I am sure he has more elsewhere..It would be very interesting to know.. What about the Chief Political Secretary to the CM, Abdul Karim Hamzah…

At present can;t even create enough jobs for Swakians with 100,000 Swakians working overseas. after over 40 years BN in power, who would believe it. last year there was three vacancies for auxillary police at Kuching International Airport and guess what> 3000 candidates applied for the jobs!!!

      What you've stated is absolutely nothing but the real truth. Annually, when the military open up their recruiting, thousands turned up, but in the end there are only a small numbers selected especially the Air force and the Navy, because of their very small quotas for Sarawak. A couple of years ago, when APMM open up its recruiting in Tabuan, another more than a thousand turned up. In the end, only less than 60 selected. And so as the others. By the same time PWD have trimmed down it's manpower as all the maintainance works has been privatized to CMS and PPES. Those who have of by no choice to keeps their life's end meets, have to make do with working in small local companies or with small business entrepreneur owner and accepting salaries of as low as less than RM 400 per month. Those who opted to do some farming or other agriculture activities, have to cop with the insane price of fertilizer, poultry feeds, fish feeds and etcs. This is a very alarming situation in Sarawak today, especially with the ever increasing cost of living. And yet the state government proudly proclaiming itself as an efficient and people's friendly government.

    Looking at the map, observing the potential, making full use of natural resources, doing some "development" are all what Pehin Taib's jobs. The mind is full of $$$$$$$$$$$ but unfortunately is not for the sake of Sarawakians, everything just for his own pockets.

    "Foreign" investments may come from his own companies outside the country, Sarawakians should not be fooled around.

    Please just check if you are able to own a house, a car, feed your wife and 2 kids, then you can easily get the right answer. If your calculation ending with a minus sign, meaning that you are living in poverty. So, the only thing you can do now, is vote for a change. Remember it is only once in every 5 years, you can't change anything within this period.

      If you ever have a look at all the shareholders list of those foreign companies willing to invest in SCORE region, you will notice that Taib's related companies have at least 43 % stacks in all of them! This probably will scare off other investors.

    My eyes are 'blinded' by all these glaring proof of Taib & Co's corrupt practices. My question is how come no action has been taken to bring all these scums to book? Supposing these so called proof are true, what happens to these scums after the elections? There is a high possibility that the current administration will fall but what if they win the elections? Do these scums walk away free???

      If our memory could serve us well, actually there were some reports being lodged to the relevant authority, but nothing came out. Now on numerous occasions, reports after reports have been submitted and received by some persons to the MACC or other enforcement bodies, still there is only silence. True as what you said, in high probability, if they could win the next Sarawak election upright, the purported story about improprieties committed by those concerned are just a hearsay for want of prosecution. That's the fate affecting "Fair Land Sarawak".

    Your investigative write-ups are really revealing. Now, maybe a correct time for someone or groups with legal knowledge on public policy, expertise on foreign exchange and tax laws, money laundrying and international laws to advise, guide and assist Malaysians to collect evidences necessary to freeze, prosecute and recover these assets, overseas or otherwise, for Sarawak.

    As an ordinary citizen, I know this is a tough call with the rot or a better word for it "corruption" at the core of the whole political and law enforcement structures. But it would be a comforting thought, if this could be started, as such actions sometimes do produce stunning evidences!

    Especially someone up there loves us and watching over us. You never know!

    The problem now is you don't have a strong and credible Opposition Party. This is also reflected at the national level. Like it or not, this is the reality and it's rather unsettling 'cause you're about to jump off a boiling pot into a frying pan! Catch 22 situation.

    Political parties can promise you the moon. So let not our emotions rule our heads, but a well-considered & informed decision is essential. The day we are able decide for ourselves and not let others influence our decision making would be a day to be remembered 'cause that's democracy in its highest form.

      aborium, agree with you it's a catch 22 BUT sarawak is in such a bad shape now that the people MUST rise up to goncang the cage and remind our politicians we cannot be fooled anymore and injustice and poorly run government must stop. the only way to effectively put them on their toes is to vote them out for now. perhaps the opposition leaders won't over much once they are in power BUT it's even riskier not to take action. when you come to a junction such as this, you must act. standing still at the junction or going down the same path full of thieves IS not an option.

      i rather take the risk and vote opposition. i have also said over and over again that after election day, the fight continues on. it doesn't end on election day.

    Sarawak people, those much money should go to the people of Sarawak, not these Barisan Nasional people. Those billions dollar should be for people of Sarawak with:

    1. free solar powered equipments in the jungle,

    2. free wells water,

    3. free water filters,

    6. more police and

    7. more universities in Sarawak, etc.
