Deputy CM’s Company Nets HALF A BILLION In Contracts – Major Expose!

Man of conspicuous wealth - so where did the Deputy CM get all his money?

Over the past week we have exposed how public contracts amounting to RM100million were gifted to each of two companies, Dema Tega, owned by Federal Minister Jacob Sagan and Embun Pelangi, owned by Naroden Majais, one of Taib’s key assemblymen.

However, the largesse corruptly handed out to to a company owned by the immediate family of Deputy Chief Minister, Alfred Jabu and their politically connected colleagues has dwarfed such sums.

KACC Construction Sdn Bhd has received contracts worth almost HALF A BILLION RINGGIT from the public purse over the past decade!

The company is a joint concern between the families of the DCM, Alfred Jabu; the State Secretary, Mohd Morshidi Abdul Ghani and Fadillah Yusof, who is the BN MP for Petra Jaya and Deputy Minister for Science.

The key shareholders are Jabu’s daughter Jennifer and his cousin Robert Lawson Chuat (a known proxy who just also happens to be yet another of Taib’s loyal PBB State Assemblymen), as well as the State Secretary’s brother, Mohd Taufik Abdul Ghani and also a niece and nephew of a fellow Taib crony, Federal MP Fadillah Yusof.

Their father, who is Fadillah’s brother Bustari Yusof, has himself received massive timber concessions and has been described as one of Taib Mahmud’s key nominees.

All the right political connections to qualify for some really fat construction contracts!

So what contracts have these deserving sons, daughters, brothers and  cousins of Taib’s key political allies  received?  The evidence is there for all to see in the official Construction Industry Development Board (CIDB) website, which lists the companies which receive publicly funded contracts:

The total value of these ten lucrative contracts alone was nearly half a billion ringgit!  Is it any wonder then that Mr Jabu’s houses are so luxurious?

And is it any wonder either that the wedding of the fortunate Jennifer Jabu was so lavish?

The question remains however, as to how qualified was Ms Jabu to receive such a major construction project?

Did her tender, ‘negotiated’ along with this group of other political proxies, represent the best value for money for Sarawak?

Likewise, do we think Jabu’s cousin Lawson Chuat rolled up his sleeves and got on with supervising the building of these projects, as his role as Director of KACC Sdn Bhd would suggest, or do we suspect that he and his other politically connected friends immediately sub-contracted the construction for a much lower price to a more qualified company?

And how much of the money that was supposedly granted to these near relatives of Jabu, Abdul Ghani and Federal Minister Fadillah Yusof actually go to their Daddies, the politicians themselves?

After all, Jabu did not build his other fancy mansion in the middle of Kuching on his official state salary either.

However, readers of Sarawak Report and other independent sources will be aware that the resources of Taib’s most loyal side-kick, DCM Alfred Jabu, are not limited to mere contracts out of such enterprises as KACC Construction Sdn Bhd.

After all, the Deputy Chief Minister has played a crucial role in persuading fellow Ibans that Abdul Taib Mahmud is working honestly and in their best interests.  Such a service in so deeply misleading one’s own people can hardly be expected to come cheap!

Other lucrative state concessions that have gone to the Jabus include the oil palm plantation rights handed to the company Herba Aromatics, of whom the shareholders are Jabu’s son, Rentap, his other daughter, Barbara and again his cousin Lawson.

The land handed to Jabu’s Heba Aromatics Sdn Bhd was all Native Customary Land belonging to his own people in Betong.  Their compensation for the vast concession, which was worth millions of ringgit, was just RM500 per family.

Then, of course, there is the whole matter of SALCRA, the state plantation scheme of which Jabu is Chairman.  The conversation of tens of thousands of hectares of Native Customary Lands into oil palm plantation was promoted as a way of providing the poorest landowners with Sarawak with a living from the profits.

Why is it so little surprise, therefore, that those natives have still received virtually no money from the scheme, which has unaccountably recorded only pitiful profits over the past decades?

And why is it so noticeable that, by contrast, Jabu’s wealth has ostentatiously multiplied over the same period?

Likewise, the half billion ringgit handout to KACC Construction is by no means the only resource that has been allotted to the fellow Taib crony, State Secretary Abdul Ghani.

Sarawak Report has already shown how his same brother Mohd Taufik Adbul Ghani was handed vast hectares of palm plantations also under the companies Derawan Sdn Bhd and Sahua Enterprise Sdn Bhd. 

We have demonstrated how 14,000 hectares of land in Similajau went to these companies for a minuscule sum of just RM110,000!  Moreover, the lucky brother of the State Secretary was told that he could wait till the end of the full 60 year term of the concession before he had to find that money!

Of course, he has long since already cashed in the whole lot, selling the concession for a very healthy RM15.5million to Austral Enterprises.

No wonder the State Secretary was prepared to go public only last year to announce on Taib’s behalf that he could confirm that over 70% of Sarawak’s virgin jungle remains intact and untouched!  But, such willingness to lie comes clearly at a price.

It will come as no surprise that KACC Construction is not the only publicly funded concession that has come the way of the Yusof family either.

Federal MP for Petra Jaya Fadillah Yusof is one of Najibs own Ministers.  Meanwhile, his brother, Bustari Yusof, has now achieved the reputation as a substantial, if shadowy, businessman from Sarawak.

Bustari has also long been reputed to be one of Taib’s close nominees and is certainly the beneficiary of key timber concessions.

Once again the half billion handout of state contracts to KACC Construction demonstrates exactly how the State of Sarawak has been run by Taib Mahmud.

Time and again the same families get handed vast concessions and lucrative public contracts, in return for also occupying the key political positions in the state and providing Taib Mahmud with their absolute loyalty as he works to further enrich himself and his family at the expense of the people.

    It’s very clear that Jabu stupid agriculture ideas failed to reduce rural Dayak poverty yet he keep parade it as big success and his Agriculture Department must keep getting big budget allocation annually regardless of actual success or not.

    That’s why Sarawak Agriculture Department must be closed down and its funds better off for rural education fundings and give better education to young Dayaks instead. Only education can reduce Dayak poverty, not stupid agriculture fairytales.

    KUCHING: THE state’s rural and urban poverty rate dropped to 14.5% and 2.1% in 1999 from 24.7% and 4.9% respectively in 1990.

    Deputy Chief Minister Tan Sri Alfred Jabu said efforts to address rural and urban poverty had produced significant results.

    He said the government had carried out various poverty eradication programmes, such as an integrated agricultural development scheme, rural growth centres and the village integrated development project to create jobs and economic activities for the people.

    “Efforts to eradicate poverty is not just about raising the income of the people as it also involves provision of social infrastructure, like school, medical, housing and recreational facilities,” he told Richard Wong Ho Leng (DAP Bukit Assek) during question time.

    Jabu, also Land and Rural Development Minister, said the state’s per capita Gross Domestic Product (GDP) for last year was estimated at RM6,235 in constant price and RM15,628 in current price.

    He said the figures showed an average growth rate of 4.7% and 7.7% respectively over a 10-year period.

    “As the state economy is expanding, the income level of the people has also increased.”

    Assistant Minister for Food Industries Datuk David Teng Lung Chi told Mong Dagang (BN Bukit Begunan) that the government was helping pepper planters during the current downturn in pepper prices.

    These included providing more support for farm maintenance and exploiting marketing options such as delving into the physical forward market and adopting storage certification schemes to enable them to maximise earnings through selling the crop at the most suitable time.

    Teng said the planters were also encouraged to use cheaper fertilisers instead of imported ones.

    KUCHING — A total of 27,902 household heads (KIR) or 49.8 percent of 55,975 registered in e-Kasih system fall under the hardcore poor category, the State Assembly heard today.

    Deputy Chief Minister Tan Sri Alfred Jabu said of the 55,975 registered until June 11, 23,235 were categorised as simple poor and 4,838 had exited poverty.

    “Of 27,902 KIR under hardcore poor, 13,349 are Ibans (47.84%!!!!!), 5,601 Malays 2,925 Orang Ulu, 2,757 Bidayuh and 1,974 Melanaus (bumiputeras), 647 Chinese and 622 others,” he said when replying to Violet Yong (DAP-Pending). (19,031 total Dayaks or 68.2 %)

    KIR with income of RM520 monthly fall under the hardcore poor category while those earning RM830 monthly are categorised as simple poor.

    Jabu said to ensure effectiveness of e-Kasih, district poverty eradication focus group committees will vet applications to ensure that only those qualified were registered.

    The data will be updated with entry from all aid agencies and those not registered with e-Kasih so that data on the low income group is comprehensive.

    “The system is under construction and implementation is expected to be completed in 2012,” he said.

    Jabu told Dr Abdul Rahman Junaidi (BN-Pantai Damai) that 18,876 people were beneficiary of the Housing Assistance Program (PBR) including 10,847 new houses and 8,029 repaired houses.

    A total of 1,877 KIR received assistance from the Rural and Regional Development Ministry.

    Some 3,426 projects under the 1Azam Programme of the Women, Family and Community Development Ministry had also been implemented until May. — BERNAMA

    Jabu: Jatropha cultivation promotion to be halted

    BETONG: Promotions on ‘Jarak’ or Jatropha cultivation in the state will be halted revealed, Deputy Chief Minister Datuk Patinggi Tan Sri Alfred Jabu Numpang.

    According to Jabu, the cultivation of Jatropha had not brought satisfactory benefits compared to the cultivation of rubber trees and oil palm.

    “Rubber and oil palm are the best commercial crops for cultivation by the rural community in terms of world market compared to jatropha.

    “Furthermore, there is no processing centre for jatropha in Sarawak.

    Therefore, I urge all those involved to stop selling jatropha seedlings to the rural community, he said.

    Jabu, who is also Minister of Modernisation of Agriculture, made the call when officiating at the presentation of Minor Rural Project (MRP) grants for Layar state constituency at Dewan Panglima Rentap here yesterday.

    He also wanted the rural community to reject the presence of opposition groups during the coming state election.

    He said the opposition could not prove their capabilities to improve the living standard of the people and this was proven when DAP tried to stop the oil palm scheme in Machan, Kanowit in 1995.

    “Furthermore, the opposition parties were often squabbling among themselves compared to Barisan Nasional (BN) component parties. Therefore, the BN government is the best for the people,” said Jabu.

    Seventy Village Development and Security Committees (JKKKs) from Layar constituency received MRP grants totalling over RM440,000 at the function.

    Also present were Betong Division Resident, Datu Romie Sigan Daniel, Betong District Officer, Friday Belik and Polititcal Secretary to the Chief Minister, Isik Utau.

    Jabu: Sarawak Dabai and Terung Asam get (GI) protection

    KUCHING: Two more local indigenous products – Sarawak Dabai and Terung Asam – have been granted Geographical Indication (GI) protection certification by the Malaysian Intellectual Property Corporation (MyIPO).

    The Dabai, whose certification became effective on March 9, 2011 and Terung Asam (June 30, 2011), join three other local products – Sarawak Bario rice (effective Feb 22, 2008), Beras Biris and Beras Bajong (Feb 17, 2009).

    State Agriculture Department director Lai Kui Fong said his research officers were instrumental in registering these products under the GI, which is a form of product branding.

    “GI protection would ensure authenticity, consistency and quality assurance of the products. It will add value to the products and effectively increase farmers’ income and subsequently create greater demands both at home and abroad,” he said at the opening of `Research Officers’ Progress Meeting’ here yesterday.

    Deputy Chief Minister Datuk Patinggi Tan Sri Alfred Jabu Numpang, who is also Minister of Modernisation of Agriculture, officiated at the event. Also present were Assistant Agriculture Ministers Datuk Mong Dagang (Research and Marketing) and Datuk Sylvester Entri Muran (Farmer’s Organisation), and MOA permanent secretary Datu Dr Ngenang Janggu.

    Lau also expressed his gratitude to senior research officers Teo Gien Kheng, Lau Cheng Yuon and research officer Shariah Umar, together with the Sarawak Information Technology Resources Council (SITRC), for their efforts in registering the products.

    Ninety crop research officers, soil surveyors, assistant agricultural officers from the research division, Sarawak Agriculture Institute and Soil Management branch, fisheries officers, crops division and divisional agricultural officers are attending the 3-day meeting.

    This annual event comprised technical and programme sessions. In the technical session, research officers and fisheries officers would present their scientific findings in 21 oral papers in addition to seven poster-papers displayed.

    The oral papers presentation are divided into five sessions, namely Vegetable Crops, Fruit Crops and Postharvest Technology; Pesticide Chemistry; Field and Industrial Crops and Inland Fisheries; Crop Protection and Agro-biotechnology; and Weeds and Transfer of Technology.

    In the programme session, the crop research officers and research officers from the Soil Management branch will present their progress for the year, as well as their plan of work for the coming year.

    Jabu: Sarawak has pioneered breeding three highly-priced fish

    KUCHING:Sarawak has pioneered the breeding of three highly-priced fish – ikan terubok, ikan empurau and ikan semah.

    Deputy Chief Minister Tan Sri Alfred Jabu said this breakthrough was a pride for the state as others had not been successful although they had tried to breed these species in captivity.

    He attributed the breeding success to the help of local and foreign scientists, including those from Australia.

    (Ikan empurau fetches between RM350 and RM380 a kg and ikan semah between RM150 and RM200 a kg in the market).

    “As the fish population in the rivers has reduced, we have released fish fries of various species to restock the rivers,” added Jabu during oral question time at the state assembly.

    He was replying to Datuk Talib Zulpilip (BN-Jepak) who asked for the number of offenders who had been compounded or brought to court for dirtying the rivers.

    Jabu, also state Infrastructure Development and Communications Minister, said from a study carried out in the Batang Ai hydro dam where fish were bred, it was found out that fish of various species lived together in harmony.

    He said the authorities had issued 1,013 compounds under the Sarawak Rivers (Traffic) regulation 1993 and 19 under the Sarawak Rivers (Cleanliness) Regulations 1993 in the past 13 years.

    “The Sarawak River Board has actively carried out various programmes statewide to make rivers safer and cleaner.

    “These programmes cover river cleanliness and clearing, conservation. rehabilitation and beautification as well as public awareness and education,” he added.

    Assistant Minister for Land Development Mohd Naroden Majais told Abdul Wahab Aziz (BN-Kalaka) that the government had this year approved 17 areas covering over 294,000 hectares of native customary rights (NCR) land for large-scale plantation projects.

    These projects involve 6,600 families.

    Jabu: More research on Ikan Terubok to be carried out

    KUCHING: The Agriculture Department has been given an allocation of RM1.35 million during the current Tenth Malaysia Plan (10MP) to improve Lingga and Semariang Batu fishery stations for research and mass production of Ikan Terubok fry.

    Modernisation of Agriculture Minister Datuk Patinggi Tan Sri Alfred Jabu Numpang said his Ministry was very concerned about the decline of Ikan Terubok population which is an important resource for the socio-economic livelihood of coastal fishermen, especially in Batang Lupar and Batang Lassa.

    “There are still gaps in the mass production technology and development of culture system for commercial scale. In particular, cryo-preservation techniques and hormonal induction method are now being adopted to accelerate the breeding programme,” he said in his winding-up speech yesterday.

    He revealed that preliminary research results on the rearing of first-generation Ikan Terubok in tanks showed that Terubok could grow to maturity and breed under captive conditions.

    Earlier research had also shown that this fish is a fast growing one but required favourable environmental condition for natural spawning.

    On Ikan Empurau breeding, Jabu said that Prime Minister Datuk Seri Najib Tun Razak and the Ministry of Science, Technology and Innovation had approved funds amounting to RM5.5 million for upgrading of infrastructure and new research and development facilities in Tarat Fishery Station.

    “The ministry has succeeded in the artificial breeding of this species and we are able to produce Empurau fry. However, our present production facilities are still very limited and insufficient to meet the demand by the farmers as well as for restocking the river systems.

    “For 2011 and 2012, the focus will be on research on brood stock development, improvement to breeding and production of fish fries, and the culture of Ikan Empurau by interested entrepreneurs.”

    Meanwhile, Jabu also informed the august House that the Tagang fishing system had been implemented in 39 areas throughout the state.

    “Under the 10MP period, the Agriculture Department was allocated RM2.7 million to implement the system in 10 areas per year.”

    Still on fishery, Jabu said the state had been approved with one Entry Point Project on integrated cage fish farming, and the federal government had allocated RM7 million for this.

    “Two areas have been identified, namely Batang Ai and Bakun, for this purpose. The annual target production for each project is 24,000 tonnes.

    “This will certainly increase the aquaculture production in the state, contributing to an increase in the state’s gross domestic product,” he said.

    KUCHING: The Ministry of Modernisation of Agriculture has taken several initiatives in the agriculture sector, costing a total of RM30 million, under the 10th Malaysia Plan’s (10MP) First Rolling Plan (1RP).

    Minister of Modernisation of Agriculture Datuk Patinggi Tan Sri Alfred Jabu Numpang stated this in his winding up speech at the State Legislative Assembly (DUN) sitting, yesterday.

    Among the initiatives taken included rubber development, smallholders’ oil palm, ‘Terubuk’ (fishery) programme, the ‘Ikan Empurau’ development and the ‘Tagang’ system.

    Jabu said future rubber price was expected to remain favourable, in view of the strong demand for the commodity in the international markets, particularly from the automotive industries in China and India.

    “In view of the good economic return from rubber, the government has selected this commodity as one of the key activities for the eradication of poverty in the rural areas,” he said.

    In fact, he revealed, since 1997 a total 18,500 hectares of the high yielding Latex Timber Clones (LTC) had been planted under the Rubber Mini Estate (RME) scheme, which benefited over 5,500 families in Sarawak.

    In this respect, the Ministry had urged the Malaysian Rubber Board to utilise the agriculture stations in Sungai Paoh, Sarikei and Betong as nurseries for highyielding rubber clones.

    Jabu, who is also Deputy Chief Minister, said under the National Key Economic Areas (NKEA) initiative, rubber had been selected as one of the important commodities to generate gross national income (GNI).

    He said for Sarawak, the NKEA focused on four areas, namely Rubber Replanting, Rubber New Planting, establishment of Malaysian Rubber Bud-wood Centre (MRBC) and Seed Product Area (SPA).

    To achieve these objectives, an annual target area of between 10,000 and 15,000 hectares have been proposed for new planting by 2020.

    On the smallholders’ oil palm planting, this initiative had provided steady sustainable income and become a lucrative economic activity.

    “Many smallholders have become prosperous and are able to support their children’s overseas education.In view of this, I would like to involve more rural folk in this profitable venture.

    “My Ministry is collaborating wi th the Pe r formanc e Management and Development Uni t (PEMANDU) and the Malaysian Palm Oil Board (MPOB) to implement Smallholders’ Scheme beginning this year.

    Under the scheme, a total area of 14,000 hectares had initially been approved by the federal government to be developed for a period of two years,” said Jabu.

    On the Terubuk (fish) Programme, he said this fish species had been the important source of economic livelihood of coastal fishermen along the Batang Lupar and Batang Lassa rivers.

    Recognising the importance of the fish, the government had since 1993 collaborated with Australia’s Commonwealth Scientific and Industrial Research Organisation (CSIRO) for scientific research on the fish.

    It was found that the Terubuk fish is “highly excitable and delicate with high mortality rate.” If the environment is conducive a big increase in the fish population can be expected as spawning will be at its most successful.

    The Ministry has procured RM1.1million for enforcement purposes at Batang Lassa and Batang Lupar rivers since 2007 to protect the Terubuk programme.

    Meanwhile, the population of the highly valued Ikan Empurau has been successfully increased through artificial breeding at Tarat Fisheries Station.For the programme, RM5.5 million was allocated by the Ministry of Science, Technology and Innovation.

    Empurau fish can fetch up to RM800 per kilogramme.

    Jabu said between between 2011 and 2012, the focus would be on research on brood stock development and the improvement of breeding and production of fish fry as well as culture of Ikan Empurau by many interested entrepreneurs.

    He also touched on the ‘Tagang’ System, a community-based management system which started in 2005 to ensure sustainable fish population in the state’s river system.

    The system involves a smart-partnership between the local community and the government to manage a stretch of selected river for two to three years where no fishing activity is allowed.

    Due to the success of the system, it has been implemented in 39 selected rivers in the state.

    Under the 10MP, Department of Agriculture has been allocated RM2.7million to finance the implementation of the ‘Tagang System’ in 10 areas per year.
